Planning Commission – January 9, 2017
Town of Caledonia, Waupaca County, Wisconsin

Chairperson Marv Schneider called the meeting to order at 5:30 p.m. Public notice of the meeting was not posted within the required 24 hours prior to the meeting. However it was posted within 2 hours of the meeting per Wisconsin Open Meeting Statutes. As a result, no action was taken.
The agenda was approved 4-0; however, commissioners quickly realized that the agenda stated the approval of minutes from the December 3, 2016 meeting. The meeting date was actually December 5, 2016, and the agenda was amended on a vote of 4-0. The minutes of the December 5, 2016 Planning Commission were approved, 4-0.
Conditional Use Permit for a proposed AT&T transmission tower
Commissioners briefly discussed the documents related to the CUP proposal for the AT&T transmission tower. The item was tabled until the Planning Commission’s February meeting.
Comprehensive Plan Review
Data from Winnebago and Outagamie Counties
In late December Jessica Beckendorf, Waupaca County UW-Extension Community Resource Development Educator, sent commissioners links to demographic, educational attainment, occupation, and industry employment statistics for Winnebago and Outagamie Counties. Because of the Township’s proximity to these counties, in February, commissioners will analyze the statistics from the four categories, and where pertinent, develop comparisons between neighboring counties and the Town of Caledonia. Where useful, the summarized comparative information will be added to updated text for tables in chapters 2, 6, and 8 of Caledonia’s Comprehensive Plan. Additionally in February, each commissioner will review the Chapter 2 updated tables from the Caledonia Comprehensive Plan, look for important changes, and create notes for discussion at meeting.
Review of Community Planning Survey Tools
Jessica Beckendorf also sent copies of three resident surveys from the Town of Osceola, Town of Mosinee, and the Stone Lake area. Commissioners reviewed the Town of Osceola and Town of Mosinee survey questions, selecting those that appeared to be relevant and useful for inclusion in the Town of Caledonia resident survey. The purpose of the survey is to gather data for the update of the Town’s Comprehensive Plan. At the February meeting, the survey questions will be finalized and forwarded to Jessica for creation of the survey by staff in the Waupaca County UW-Extension Office.
