Planning Commission – May 8, 2017

Commissioners present: Helen Adams, Bill Fitzpatrick, Ivan Gruetzmacher, Marvin Schneider
Also present: Paula Pagel,Town Chairperson, Jerold Danke, Kaitlyn Keehn, Chris Hansen, Ron Petit, Joseph Murphy, Jesse Vosters, and Shawn Beyer.
Chairperson Marvin Schneider called the meeting to order at 5:30 p.m. and noted that the required public notice for the meeting was posted. The agenda was approved 4-0. The minutes of the April 3, 2017 Planning Commission were approved, 4-0.
Danke Land Rezoning
Jerold Danke provided the application to amend the zoning map for his two lots (4.43 acres and 4.45 acres) from Rural Residential (RR) to Rural Commercial Neighborhood (RCN) to allow the sale of one lot for construction of storage buildings (Readfield Storage Company) and the other for a commercial basement business (B & B Basements). Both uses are permitted under the proposed RCN zoning district. Commissioners discussed and determined that a single family residence could be added to the rezoned properties if a conditional use permit is acquired. Representatives from the Readfield Storage Company were present and shared their site plans. They currently have other storage facilities in Cecil and Hortonville. The property will be landscaped, and security lighting from multiple door locations will be slanted down to reflect into the parking lot. Ivan Gruetzmacher moved to recommend to the Town Board approval of the zoning amendment for parcels 02-23-43-32 and 02-23-43-30 from Rural Residential to Rural Commercial Neighborhood. Helen Adams seconded. Motion approved 4-0. The rezoning application will be considered by the Town Board at its May 15 meeting.
Property Conditional Use Permit/Rezoning
Kaitlyn Keehn and Chris Hansen sought guidance on the means to allow them to have two horses on their newly acquired five acre property off Pines Road. The property is currently zoned Rural Residential. Based on previous experiences, commissioners discussed concerns related to having horses in a residential area: composting of manure, sufficient pasture and exercise space, water availability, shelter for the horses, and neighbors’ opinions about horses on nearby property. Kaitlyn and Chris had two horses at their previous five acre property and laid out their plans for the issues raised. They have not, however, talked to their neighbors to determine whether there is any resistance to their having horses. Commissioners recommended seeking a conditional use permit (CUP) and stated that Keehn and Hansen’s next steps are to talk to their neighbors and to speak to Waupaca County Deputy Zoning Administrator Jason Snyder to obtain the CUP application.
Review Comprehensive Plan Survey Questions
Commissioners continued to review and revise questions for the residents’ survey to gather input to inform revision of the Town of Caledonia Comprehensive Plan. Helen will make the revisions based on the discussion and send the resulting draft to commissioners via email. When consensus on survey questions and responses is reached, Marv will contact Jessica Beckendorf, UW-Extension Community Development Educator, to gain her input on the survey. Jessica will arrange for UW-Extension staff to create the survey using their software.
Comprehensive Plan Review of Chapter 2
Time did not permit the review of Chapter 2 tables or discussion of revision of text. The work was postponed until the June meeting.
