Planning Commission – January 8, 2018

Chairperson Marvin Schneider called the meeting to order at 5:30 p.m. and noted that the required public notice for the meeting was posted. The agenda was approved 5-0. The minutes of the December 11, 2017 Planning Commission were approved, 5-0.
Proposed Modification of Town’s Preferred Land Use Map
Commissioners continued their discussion of the proposed changes to the town’s preferred land use map. First they discussed how to designate preferred exclusively residential areas within the Hamlet area. The intent is to reduce the potential intermingling of commercial establishments with residences. Next, they reconfirmed their intent to keep areas currently engaged in mining as designated as preferred agriculture land use. The rationale is that after reclamation of the mines, an agriculture preference allows more flexibility.
At the November 2017 meeting, commissioners proposed that parcels of 5 acres or less as a residential district, and parcels of 5 acres or more as an agriculture district.Looking at the updated map with five acre residential district result, there are small 5 acre parcels designated as residential scattered in the agriculture districts in the township. The discussion turned to whether some should remain as residential with more town control or become part of the agriculture district. At the February 2018 meeting, commissioners will use a large plat map and systematically go through each five acre plot tentatively labeled as residential on the proposed preferred land use map and make a decision on its official designation.
Review of Town of Caledonia Survey Results
Commissioners discussed the major areas of comments in the recent resident survey. There were a large number of comments focused on: high taxes, roads, fire/police/ambulance services, retaining the rural character of the town, railroad traffic and noise, pro and con town residential growth, and expanding commercial and recreational opportunities. However, the greatest number of comments reflected the need for improving telecommunications services (internet/cell service). It was noted that many of the comments will help shape the revision of chapter 4, “Utilities and Community Facilities” of the town’s comprehensive plan.
Paula Pagel reported on the presentation at the December town meeting by a staff member from the municipal provider Waupaca Online. Paula is working toward having multiple telecommunication providers, including Star Communications from Weyauwega, present their options to the town board for improving internet services into underserved areas of the town.
Bill Fitzpatrick reported that the New London School District is agreeable to collaborating with the Town of Caledonia and Waupaca Online as one potential option to improve internet service to residents.
Comprehensive Plan Discussion
At the February meeting, commissioners will begin work on revision of Chapter 4 of the town’s comprehensive plan.
