M I N U T E S

Planning Commission –June 4, 2018

Town of Caledonia, Waupaca County, Wisconsin


Commissioners present: Marv Schneider, Ivan Gruetzmacher, Kimberly Miller, Bill Fitzpatrick

Also present: Paula Pagel (Town Chairperson), Evelonia Jones, Jake Ricker

Excused: Helen Adams


Commissioner Marv Schneider called the meeting to order at 5:30 p.m. and noted that the required public notice for the meeting was posted. The agenda was approved 4-0. The minutes of the May 7, 2018 Planning Commission were approved 4-0.


Land Division High Ridge Road

Jake Ricker representing Cindy Bungert was present to seek clarification on a proposed CSM since Waupaca County Ordinance regarding land division has changed.  High Ridge Road is a private road. Land division requires access to a public road by ordinance 8.07. The new ordinance language states that the town may approve such a division.


Paula Pagel stated on behalf of the town that the town does not want to be responsible for maintenance of the road and that the road needs to remain a private road.  The Commission recommends that the town not have jurisdiction or maintenance responsibilities for this private road. We also need to have the county define the term “level 3 highway” used in the ordinance.


Marv Schneider moved that the Planning Commission recommend approval of moving forward with the proposed CSM land division for High Ridge Road in accordance with subdivision ordinance Chapter 37 ordinance 8.07 to be acted on by the Town Board at its June 18, 2018 meeting. Motion seconded by Ivan Gruetzmacher. Motion approved 4-0.


Pending action by the Town Board, the planning commission at its July 2, 2018 meeting will consider this CSM land division


Google E-Mail and Google Drive Training Scheduled

Commissioners agreed that the best time for training would be at its next scheduled meeting date.  Anticipating that the meeting will be light, we will request town clerk Natalie Snyder to conduct the training to begin at approximately 6:00 p.m. following other business to come before the Commission.

Process for Proposed Modification of Town’s Future Land Use Map

Commissioners continued reviewing under 5 acre outlier parcels currently designated as Rural Residential on the draft Future Land Use Map dated December 15, 2017. On a parcel by parcel basis, commissioners considered whether to retain the Rural Residential district for the mainly isolated parcels surrounded by agricultural land or to change their designation to an Agricultural district. They also discussed the basis on which these decisions should be made.


The meeting adjourned at 7:05 p.m.


Action Items from the May meeting

  • After confirming that all commissioners will be present, Helen will contact the town clerk to present training on Google email and Google Drive training at the July 2nd meeting.

  • Marv Schneider will contact Waupaca County to seek a definition of the Term “level 3 highway”.

  • Commissioners will continue to use the zoning map and the draft future land use map to determine whether less than 5 acre parcels should be designated as a residential district or an agricultural district. Commissioners should consider the rationale for retaining Rural Residential-designated parcels when they are surrounded by agricultural land.

  • Commissioners will review parcels in the proposed preferred land use map designated Hamlet (Readfield) to determine areas to be designated residential and commercial.

  • Commissioners should review chapter 4 of the Comprehensive Plan in preparation for discussion during an upcoming meeting.
