Planning Commission – May 7, 2018

Commissioner Kim Miller called the meeting to order at 5:30 p.m. and noted that the required public notice for the meeting was posted. The agenda was approved 3-0. The minutes of the April 2, 2018 Planning Commission were approved 3-0.
Keith Krenke Land Division Discussion (County Highway W)
Keith Krenke did not appear; therefore, the discussion was postponed.
Public Hearing Administrative Review Fee
Paula Pagel explained that at its April meeting the Town Board approved a “public hearing administrative review” fee of fifty dollars to cover staff time and mailing costs associated with sending letters to neighbors within 300 feet of property for which there are requests for conditional use permits, comprehensive plan amendments, or zoning amendments. There was a brief discussion concerning the type of information included in the letter. It was decided that it should contain sufficient information for the recipient to understand the purpose of the public hearing and action(s) being considered. Paula will recommend that the town clerk also scan the application and posti it online hyperlinked to the meeting agenda. To be placed on the agenda, an applicant must first pay the fifty dollar fee. Payment of the fee will also trigger the creating and sending of the letters to neighbors.
Webb Shaw Memorial Fund Update
Based on information provided by the town clerk, Helen Adams announced that the fund total is $1,700. Donations will continue to be collected until the end of May.
Schedule Date for Google Email & Google Drive Training
Commissioners discussed two options for Google email communication and document storage training: weekday training at the community center or training during the June regular Planning Commission meeting. If all commissioners will be present, it was the consensus of the group to request town clerk Natalie Snyder to attend the June meeting to provide the Google training.
Process for Proposed Modification of Town’s Future Land Use Map
Commissioners continued reviewing under 5 acre outlier parcels currently designated as Rural Residential on the draft Future Land Use Map dated December 15, 2017. On a parcel by parcel basis, commissioners considered whether to retain the Rural Residential district for the mainly isolated parcels surrounded by agricultural land or to change their designation to an Agricultural district. They also discussed the basis on which these decisions should be made.
The meeting adjourned at 6:50 p.m.
Action Items from the May meeting
After confirming that all commissioners will be present, Helen will contact the town clerk to present training on Google email and Google Drive training at the June meeting.
Commissioners will continue to use the zoning map and the draft future land use map to determine whether less than 5 acre parcels should be designated as a residential district or an agricultural district. Commissioners should consider the rationale for retaining Rural Residential-designated parcels when they are surrounded by agricultural land.
Commissioners will review parcels in the proposed preferred land use map designated Hamlet (Readfield) to determine areas to be designated residential and commercial.
Commissioners should review chapter 4 of the Comprehensive Plan in preparation for discussion during an upcoming meeting.
