Planning Commission – November 5, 2018
Town of Caledonia, Waupaca County, Wisconsin
Commissioners present: Helen Adams, Bill Fitzpatrick, Ivan Gruetzmacher, Kimberly Miller, Marv Schneider
Also present: Paula Pagel (Town Chairperson), Terry Griswold, Ron Petit, Jared Searl, Penny Searl.
Commissioner Marv Schneider called the meeting to order at 5:30 p.m. and noted that the required public notice for the meeting was posted. The agenda was approved 5-0. The minutes of the October 1, 2018 Planning Commission were approved 5-0.
Zoning Map Amendment (Popeyes Lane)
Terry Griswold, representing the Mavis Siewert estate, explained his application to rezone parcel 02-22-31-1 (21.5 acres) from Ag Retention (AR) to Agriculture Woodland Transition (AWT). The Town’s current preferred land use map shows the parcel as AWT. The zoning map amendment application is part of a larger effort to facilitate boundary changes and put all the buildings on one tax parcel. More action regarding the Siewert land will come to the Planning Commission in December. Helen Adams moved to recommend to the Town Board approval of the zoning map amendment for parcel 02-22-31-1 from Agriculture Retention (AR) to Ag Woodland Transition (AWT). Bill Fitzpatrick seconded. Motion approved 5-0.
Searl Building Request
Ron Petit described a 6.45 acre parcel (02-22-41-12) on Neuman Road owned by Petit Farms, Inc. It is zoned AWT and has a CSM (27-58). Jared and Penny Searl are prospective buyers and investigated with county officials whether they can build a metal pole building “barndominium,” a combination of dwelling and garlic drying/equipment shed on the property, using the remainder of the land to grow garlic. There were no issues from the Waupaca County Planning and Zoning Office staff. The Searl’s described their project to Planning Commission members who expressed no concerns. No action was taken by the Planning Commission.
CSM Review (James & Nanette Leland)
Although listed on the agenda, this item was no longer active at the time of this meeting. The clerical errors on the Leland’s CSM were corrected, and the Town Board will file the corrected documents.
Update on the Ad Hoc Committee on Frac Sand
Helen Adams updated other commissioners on the Ad Hoc Committee’s first meeting held on October 23. Representatives from Faulks Brothers, MCC, Black Creek Mining Company, and Whitehaven Silica Company (sand dryer) described their current and future operational plans. On November 10, the committee will tour the mining operations, the MCC sand washing station on Highway 45 in Mukwa, and the sand drying and loading station. The committee’s next meeting will be held on November 28, and it is an open meeting but without a public forum period.
Review of Proposed Future Land Use Map for the Town of Caledonia
Commissioners continued reviewing under 5 acre outlier parcels currently designated as Rural Residential on the draft Future Land Use Map dated December 15, 2017. On a parcel by parcel basis, commissioners considered whether to retain the Rural Residential district for the mainly isolated parcels surrounded by agricultural land or to change their designation to an Agricultural district. The review will continue at the December meeting.

Action Items from the November meeting
Commissioners will continue to determine whether less than 5 acre parcels should be designated as a residential district or an agricultural district in the draft future land use map. Commissioners will consider the rationale for retaining Rural Residential-designated parcels when they are surrounded by agricultural land.
Commissioners will review parcels in the proposed preferred land use map designated Hamlet (Readfield) to determine areas to be designated residential and commercial.
Commissioners should review chapter 4 of the Comprehensive Plan in preparation for discussion during an upcoming meeting.
