Town Board Meeting

January 19, 2017




Chairperson Pagel called the meeting to order at 1 pm. All board members were in attendance along with 4 residents.



            A resident commended the roads through the ice storm. A discussion ensued regarding impact on the roads and the merits of salt vs salt/sand/rock chip mix.



Minutes: The minutes of the regular Town Board meeting held December 19, 2016 were approved.


The Town Board meeting for February 2017 will be held as scheduled.


Building Inspector’s Report:

            Tim Taber E8546 Shady Grove Ln 200 amp service $600


            Abba moved to approve. Motion carried.


Resolution 2017-12-01 – Resolution to Appoint Plan Commissioners 2017-2020

            Supervisor Knuth moved to approve the resolution to renew 2 positions – Ivan Gruetzmacher       and Helen Adams – for the planning commission. Motion carried.


            One position remains open for the Planning Commission. If anyone is interested they should         contact Chairperson Pagel.


Resolution 2017-12-02 – A Resolution to Acknowledge Service of Webb Shaw

            Knuth moved to approve the resolution recognizing Webb Shaw’s outstanding service to the Town of Caledonia for his professional, diligent, organized, and committed service that substantially elevated the planning process and the future development of our community, impacting the Town of Caledonia far into the future. Webb has served over the years as Commissioner of the Planning Commission, Recording Secretary of the Planning Commission, an active member of the Community Enrichment Committee and Chairman of the Park Plan Task Force. Motion carried.


Resolution 2017-01-03 – A Resolution to Acknowledge Service of Katie Shaw

            Knuth moved to approve the resolution recognizing Katie Shaw’s outstanding service to the Town of Caledonia for her professional, diligent, organized and committed service that has appreciably impacted the role of town clerk in Caledonia, as well as positively leading the election workers in fulfilling accurate and reliable election processes. Katie has served over the years as Town Clerk and an active member of the Community Enrichment Committee. Motion carried.

Payment of Bills and Expenses:

            Knuth moved to approve payment of checks 11392-11417 for $43,077.25. Motion carried.

Pagel moved to accept. Motion carried.


Tax collection update: There are some issues with bills not billing for garbage and recycling and/or not applying the Lottery Tax Credit correctly.


Clerk Report:


Clerk Snyder will use the County’s relier services for elections this year while training on the WisVote system.

With the new County Clerk, county election training has ceased to exist so Snyder is looking into alternate election training options for herself and the Election Chiefs.

A few people have already stepped up to be new poll workers. Anyone interested in becoming a Poll worker should contact Clerk Snyder. Training will be held in February.


Road Report:

Superviser Abba moved to authorize a new snow plowing contract with Jerel for the town’s short roads. Motion carried.


Abba moved to accept Resolution 2017-01-04 – A Resolution to Accept Land Donation from Ivan Gruetzmacher. Motion carried. A letter of thanks was signed.


Abba discussed Farmer’s right of way issues. There’s a challenge with ditches being filled in with dirt by surrounding farms. This clogs culverts and impacts draining, which in turn causes premature road failures and negatively impacts roads and nearby farm fields. State statutes covers this and states that farms cannot farm in the right-of-way. Letters will be sent to Town of Caledonia farms explaining the situation and requesting they not farm the right of way.


Abba recently met with Faulks Bros. The meeting served to re-enforce his belief that using the county for road projects is the best course of action for the town.


Abba reviewed the amended 2017 road plan covering snow plowing, brush cutting, road maintenance, culvert replacement, ditch cleaning, chip sealing, mowing, and major roads projects. Total budget $316,000.

            The major roads projects identified for 2017 are:

Lietzke Rd: Reclaim, shape, and pave. No culvert, ditch or sign work is included because that was completed in 2016

            Gorges Rd: Reclaim, shape, and double chip seal and ditch work on Gorges Rd.

            Schellin Ln: Crack and chip seal

            Klemp Road: Wedging and full mat in bad areas, prepare for future chip seal crack seal.



CEC Report:

The CEC works on long-term planning for the community. New members are welcome!


Trish Nau and the Park Plan Task Force will present the final long-term park plan to the CEC on February 15, 2017 in the evening. The public is welcome. There will be a special Town Board meeting on March 8, 2017 at 10am for Trish Nau to present the final park plan to the Town Board.


Marketing Plan update: The Fox Valley Technical College is working on a plan to market the Town of Caledonia to attract residents. There is another group working on a plan to attract commercial business, particularly to the corner of 45/96. These plans are being completed at no cost to the town.


County Supervisor Report:


County Supervisor Kietzmann was absent from the meeting. Questions for him will be pended until the next Town Board meeting. Those questions are:

            How did you vote on the equipment budget?

            What is the Highway Enterprise Fund?

            Explain your “no” vote on the Waupaca County Budget.


Meeting was adjourned at 2:50pm.
