Town Board Meeting
January 15, 2018
Chairperson Pagel called the meeting to order at 7 pm. All board members were in attendance along with 7 others.
Chairperson Pagel called for a moment of silence to honor Webb Shaw’s passing. Webb Shaw was heavily involved in the community, serving as Commissioner of the Town of Caledonia Planning Commission, the Recording Secretary for the Planning Commission, an active member of the Community Enrichment Committee (CEC), and Chairman of the Park Plan Task Force. His contributions substantially elevated the community with impacts far into the future.
Chris Bucklin of Go Green Quarry addressed the fire at the quarry. While 911 told callers it was a controlled burn, the fire was actually caused by spontaneous combustion in Go Green’s wood/chip pile. Once the fire started, the goal was to prevent the spread of the fire to the surrounding woods. Go Green Quarry will takes steps to prevent this from happening again. Further discussion on the topic will happen at the February Town Board meeting when Jim Emmons is in attendance. Chris Bucklin agreed to attend the February meeting.
A member of the Planning Commission proposed a Webb Shaw Memorial in Webb Shaw’s honor with the Town of Caledonia Community Enrichment Committee holding funds collected to be used towards the Town of Caledonia Park Plan.
Minutes: The minutes of the Town Board Meeting of December 18, 2017, Special Meeting December 27, 2017, and January 9, 2018 were approved.

Resolution 2018-01-01 – Supervisor Knuth moved to approve Resolution 2018-01-01-Resolution to Appoint Planning Commission Chairman Marvin Schneider for a term ending on 1-31-2021. Motion carried.
Reservations for a private 10-yr old youth baseball league to use the ball diamond: The league does not need access to the ball diamond, so no discussion.
Payment of Bills and Expenses:
Supervisor Knuth moved to authorize 2 E-pays and checks 11778-11809 for $40,947.32. Motion carried.
Treasurer Kopitzke reported balances on December 31, 2017 of:
Money market account: $41,165.17
Now Checking: $3,805.71
Now Tax Checking $1,685,139.24
For a total of: $1,739,719.56
Chairperson Pagel moved to approve subject to audit. Motion carried.
Treasurer Kopitzke reported that 41% of property taxes had been collected as of December 31, 2017.
Clerk Snyder presented an Email and Google Procedures designed to provide town email addresses to town elected officials and employees along with web-based document storage. Most officials and employees are utilizing home computers, so this plan allows for a continuity and sharing of information that ensures retention of town information. Chairperson Pagel moved to adopt the Town of Caledonia Email and Google Policy as presented with implementation in the coming months. Motion carried.
Clerk Snyder reported that the website contact form was not working and the messages were not being received. The problem is being corrected and Clerk Snyder apologized an will be contacting everyone who had submitted messages during the time it wasn’t working.
A resident inquired about why they’re not getting notices about meetings and events. Clerk Snyder explained that the texts and emails weren’t being delivered in a timely fashion. She will work with the website company to see if this issue can be resolved.
· requested that the Truck Route map appear on the town website
· discussed an issue with a resident on Greenwood regarding personal property in the right-of-way
· finalized the border road maintenance coverage correction on the Mukwa border for recording with the State of Wisconsin
· addressed speeding concerns on Weiland, Robe, and Cut-Off roads. A speed sign will be placed in the spring. The sign will increase awareness as well as track information so the Town Board can determin how big the problem is and identify times of day to focus enforcement. Chairperson Pagel has spoken with Rawhide to request that employees are asked to follow posted speed limits.

· First Reading of Ordinance 3.2 2018-01-01 An Ordinance to Rename A Road with Prior Address of Waupaca County Road H to rename the road to Bowman Ct. This change will impact 3 addresses.
Supervisor Knuth addressed issues with the Community Center parking lot. It will be repaved and he is currently looking to see if it is cost effective to add parking stalls.
The Park Committee will be meeting Wednesday, January 24, 2018 at 6pm.
County Supervisor Report:
The Town Board inquired about county priorities for 2018. Supervisor Kietzmann responded with Highway Garage, staff turnover concerns, and said the county got 13 new squad cars.
Broadband Update:Supervisor Pagel reported that Star Communication is reviewing the town to see what kind of coverage they can provide. Residents who currently have them are very satisfied.
